The Chief Security Officer to the Minister of the Federal Capital Territory (FCT), ACP Mohammed Iya Musa, has been charged in a land dispute involving a female associate of the Inspector General of Police, Rebecca Omokamo Godwin Isaac—also known as Becky or Bilikisu Ishaku Aliyu—over property located at Plot 1862 in Katampe District, Abuja.

Rebecca is alleged to have conspired in 2024 with officials of the Federal Capital Development Authority (FCDA), the Abuja Geographic Information System (AGIS), and the Department of Development Control to forge title documents, a Power of Attorney, and other paperwork to fraudulently claim ownership of the disputed land.

The affected properties—Plots 1861, 1862, and 1863 in Katampe District and Plot 4022 in Guzape District—are said to belong to a 79-year-old widow, Mrs. Collen Mero Yesufu. The plots were allegedly sold by a syndicate operating within AGIS and the FCDA in collusion with Rebecca.

Rebecca, a controversial real estate developer, was arraigned before Justice J.O. AbdulMalik of the Federal High Court on June 18, 2025, alongside her husband, Isaac Yusuf Ishaku; their company, Homadil Realty Limited; Idakwogi Richard John; and Rychardo Homes Ltd. The Economic and Financial Crimes Commission (EFCC) brought two separate charges against them, bordering on fraud, forgery, and obtaining over ₦800 million from unsuspecting individuals and property subscribers.

SaharaReporters gathered that ACP Musa, appointed as Chief Security Officer to the FCT Minister, Wike, by the Inspector General of Police, Kayode Egbetokun, has now been implicated in the controversial land deal.

Musa, who is accused of facilitating the sale of the disputed land to Rebecca—currently on trial for alleged forgery, criminal conspiracy, and fraudulent land transactions—has been named as the second defendant in a civil suit.

In what appears to be an attempt to undermine the EFCC’s investigation, Rebecca reportedly hired a lawyer to file a case at the FCT High Court in Gudu on behalf of a few loyal subscribers. The goal, according to sources, was to fraudulently obtain a court injunction that could shield her from prosecution.

Court documents exclusively obtained by SaharaReporters reveal that the new suit—Suit No: FCT/HC/CV/1678/2025—was filed by five individuals claiming to be land subscribers: Mohammed Sulaiman Rilwan, Nicholas Okechukwu Nweke, Chineze Okwudaue, Dennis Eromosele Obeto, and Jebosa Judith Obeto.

Named as defendants in the case are: Homadil Realty Ltd (1st defendant); ACP Mohammed Iya Musa (2nd defendant); the Honourable Minister of the FCT (3rd defendant); Department of Development Control, Abuja Metropolitan Management Council (4th defendant); Economic and Financial Crimes Commission (5th defendant); Nigeria Police Force (6th defendant) and “Unknown Persons”

SaharaReporters gathered that ACP Musa was identified as the individual who introduced Rebecca Omokamo Godwin Isaac and her company to Joseph Eriki, Director of Investigation and Prosecution at the Federal Capital Territory Administration (FCTA), in an attempt to derail an ongoing investigation into alleged forgery and the fraudulent sale of land documents belonging to a 79-year-old widow, Hajia Collen Mero Yesufu.

The original probe, initiated by the FCTA, centered on forged title documents linked to properties owned by Mrs. Yesufu. Musa’s alleged introduction of Rebecca to Eriki was reportedly aimed at obstructing the investigation.

Records show that Musa was suspended from the Nigeria Police in 2021 while serving with the Yobe State Command and demobilised from the Special Protection Unit, Base 2, Lagos.

He faced disciplinary charges including disobedience to constituted authority, absenteeism, divided loyalty, refusal to accept posting, discourteous conduct, and behaviour unbecoming of a public officer.

Although later recalled, the Police Service Commission, then chaired by retired Inspector-General of Police Musiliu Smith, handed him a severe reprimand on July 6 and 7, 2021.

Meanwhile, FCTA's Director of Investigations, Joseph Eriki, has also come under scrutiny for alleged corrupt practices. He is accused of manipulating land investigations, forging documents in favour of the highest bidder, and acting as a middleman in land disputes to extract settlements from involved parties.

In May 2025, the Federal Government filed a six-count charge against Eriki and 10 others, including FCTA directors Boniface Agwu and Ikechukwu Kanu.

The charges include criminal conspiracy, criminal trespass, forgery, presenting forged documents as genuine, and using criminal force to deter public servants from performing their duties. They are accused of unlawfully entering Plots 461–470 and 486–496, which belong to Etha Ventures, with the intent to defraud the company.

SaharaReporters has obtained attachments to a recent court filing, including a forged affidavit and falsified police extract allegedly signed by the Divisional Police Officer (DPO) of Gwarinpa Division, FCT Command, Zone 7 Police Headquarters in Abuja. The documents, dated August 22, 2014, contain false claims that Rebecca Omokamo Godwin Isaac lost the original title documents for Plot 4022 while in transit between Wuse Zone 6 and Asokoro on June 18, 2014.

Rebecca is a known close associate of Inspector-General of Police, Kayode Egbetokun, who previously served as the Assistant Inspector-General (AIG) in charge of Zone 7, the same police headquarters from which the forged extract allegedly originated.

After months of public pressure and allegations from Barrister Maxwell Opara—counsel for the rightful landowner, 79-year-old widow Hajia Collen Mero Yesufu—accusing IGP Egbetokun of shielding the suspects from prosecution, the police made a sudden reversal.

On January 23, 2025, despite earlier claims that the case was a civil matter, Egbetokun ordered the arraignment of Rebecca and her husband before Justice Sadiya Mayana at the FCT High Court 23, Gudu, under Charge No: CR/007/2025, for forgery and fraud.

However, in a move that shocked the complainants, Rebecca was promptly granted bail in the sum of ₦10 million—without the knowledge or participation of Mrs. Yesufu or her family, who are the rightful owners of the disputed property and the nominal complainants in the case.

Meanwhile, the Minister of the Federal Capital Territory, Nyesom Wike, along with members of his family, aides, and close associates, has been repeatedly accused of involvement in systemic land-grabbing schemes within the FCT.

Land grabbing has become a highly profitable and organised criminal enterprise in the nation's capital, allegedly carried out in collusion with top officials at the Abuja Geographic Information Systems (AGIS), the FCTA, political figures, senior police officers, estate developers, and some members of the legal profession.
